Savinho is unavailable for the match against Tottenham, as the Brazilian is still nursing an injury.
Savinho scored one goal and had eight assists in 29 Premier League appearances last season.
Despite City's attempts to block a move away for Savinho, Tottenham's improved offer could see the Mancunian side let the Brazilian leave.
If Tottenham fail to secure Savinho, the club is also interested in Nico Paz and Maghnes Akliouche, who could both be cheaper alternatives.
