In May, Joan Laporta proudly proclaimed "Of course we're in the 1:1" and claimed Barcelona would be able to sign players.
Well it seems like that proclamation was too early as it seems it's another window where the club won't be in the 1:1.
Barcelona were hoping to be able to operate in the 1:1 this summer but according to Sport, they now see it as an unlikely thing to happen before the September 1st deadline.
VIP Seats
The biggest factor that Barcelona have relied on to help them get to the 1:1 is the sale of VIP seats for the Spotify Camp Nou.
An outside auditor, called Crowe, has to approve these VIP seat sales and then La Liga can approve it which would put Barca within the 1:1. The problem is Barcelona haven't gotten an okay yet with many factors being the reason why.
First, La Liga has argued that the money should be divided per year and Barcelona should be arguing that money should be all accounted for in that financial year. There's also the problem that Barcelona are yet to be able to play in the Camp Nou so it's difficult to approve the VIP seat sales because how can you approve a sale of something that you will have but don't have yet.
This has all led to Barcelona understanding that it isn't likely they will get that 1:1 and will try again in the winter window.
Plan B
If Barcelona get desperate to reach the 1:1 rule, they could look at other ways to get there and a late sale shouldn't be ruled out.
There have been plenty of links surrounding Fermin Lopez and Marc Casado this summer and it seems like Casado has been deemed the most expendable player.
Rumors of Barcelona willing to sell Casado this summer have been increasing and it wouldn't be surprising if he turns out to be their plan B for meeting financial regulations.
