Sunday's qualifying final in Canberra exploded into life mid-way through the second half when Reece Walsh and Hudson Young were sent to the sinbin following a flare up.
The incident kicked off a remarkable period of action in what became one of the most drama-filled finals of all time.
With the Raiders leading 18-12, a fifth-tackle error from the Broncos saw Young gave the opposition fullback an earful, to which a frustrated Walsh responded by shoving his head into Young's face.

Referee Ashley Klein called Young in first, telling him he'd taken away his ability to control the the game and sent him for 10, enraging the home fans.
Walsh followed shortly after and was, unsurprisingly, also given a 10-minute breather.
Moments later, Kaeo Weekes swooped on a loose ball and ran almost the length of the field to give the Raiders a two-try lead.
It got worse for the Broncos shortly after, with Patrick Carrigan sent to the sinbin after getting a tackle wrong on Morgan Smithies and catching the Englishman high.
With 12 men against 11, Ethan Strange was able to ram home the advantage and extend the home side's lead, putting one foot in the preliminary final as Canberra took a 28-12 lead.
In true Walsh fashion, the number one returned from his time off the field to streak away for a try after getting on the outside of some tired Canberra defenders, giving the visitors hope with just under 15 minutes to play.
And it wouldn't be long before Walsh was in the thick of things again, throwing a peach of a cutout ball to put Josiah Karapani over.
The Brisbane flyer then missed the conversion, leaving the Broncos eight points down, but kicked his second 40-20 of the game to give his side the field position which allowed Gehamat Shibasaki to score on the left edge.
Walsh made no mistake with the tee this time, bringing the margin to just two points with more than five minutes on the clock.
Incredibly, there was still more drama to come, as Walsh hit the crossbar with a two-point field goal attempt, seeing the Green Machine breathe a massive sigh of relief.
That wouldn't be the end of it, though, with Brisbane awarded a penalty in front of the posts after the final siren due to Zac Hosking taking out Walsh's kicking leg on a second field-goal attempt.
The successful kick sent an extraordinary game to extra time, with the two sides locked at 28-28 after 80 minutes.
After five minutes each way of extra time, the teams still couldn't be split as the match headed to golden point.
Canberra looked to have won it when Jamal Fogarty crossed for a try, but replays showed Jed Stuart had knocked on in the lead up, putting a stop to the jubilant scenes at GIO Stadium.
The comeback was finally complete when Ben Hunt knocked over a field goal to bring to an end an all-time classic in the capital.
